(Reuters) - The debate over using crops for fuel burst back onto the political stage on Monday as U.S. ranchers and poultry producers sought "a little help" from the government by waiving its ethanol mandate in the face of a dire drought.
As Chicago corn and soybean prices rallied back toward last week's record highs, the withering dry spell that has revived fears of a 2008-like spike in food prices showed no sign of relenting. According to midday weather forecasts, conditions will be even drier than expected, threatening to stunt soy plants as they enter their most crucial phase of growth.
On Monday, Oklahoma Governor Mary Fallin declared a state of emergency for all 77 Oklahoma counties due to extreme or exceptional drought conditions. The executive order allows state agencies to make emergency purchases related to disaster relief and preparedness, and is a first step toward asking for federal assistance.
A series of storms last week brought the first significant rainfall since mid-June, when the worst drought since 1956 first began to make itself felt. But the rains proved too fleeting to ease the deepening effects: Mississippi water levels have dropped so low that barges must lighten their loads; fish are dying by the thousands as lakes and rivers dry up.
Kansas Governor Sam Brownback and U.S. Senator Pat Roberts said on Monday that as of August 7 the U.S. Army Corps of Engineers would stop releasing water from three Kansas River reservoirs, allowing water to remain in the state. The Corps had started releasing water to help river navigation.
"I am pleased the Corps recognizes our critical need to preserve this water here at home where our farmers, ranchers and municipalities must use this critical resource to battle the drought," Roberts said.
The country's cattle, turkey and chicken producers have been among those hardest and most directly hit by a more than 50 percent surge in corn futures since mid-June, which has inflated costs and squeezed profits.
Their lobby groups banded together on Monday to seek a first-ever waiver from the U.S. Environmental Protection Agency for a one-year reduction or suspension in the U.S. ethanol mandate, which in essence requires that more than a third of the U.S. corn harvest be used for motor fuel.
"It's really putting a burden on our operations and many others across the nation," said J.D. Alexander, president of the National Cattlemen's Beef Association, whose Nebraska feedlot is about half full of cattle. "It's time to wean the ethanol industry, and let it stand on its own."
GLOBAL REPERCUSSIONS?
Concern over the ramifications of the drought is growing as it becomes apparent that the corn harvest may be more than a quarter smaller than initially estimated this spring, when farmers raced to plant a near-record number of acres. Meat prices are also expected to rise as producers shrink herds and flocks to reduce feed costs.
"We cannot allow short-term food price spikes to have damaging long-term consequences for the world's most poor and vulnerable," World Bank Group President Jim Yong Kim said in a statement. "The World Bank and our partners are monitoring this situation closely so we can help governments put policies in place to help people better cope."
In the Midwest, communities are coping with the immediate effects of triple-digit temperatures that have broken state and local records.
At the Wisconsin State Fair, which starts on Thursday and is expected to draw more than 900,000 people and over 10,000 farm animals during its 11-day run, huge fans and water misters will be used to cool attendees and livestock.
"The ventilation in all of our livestock barns has been upgraded and continues to be upgraded," said Kathleen O'Leary, a fair spokeswoman. "We are doubling the number of misters for the animals and for fairgoers."
Hot weather accompanying the lack of rain has turned corn stalks brown and many have grain ears half of normal size, if they have ears at all. Only 24 percent of the crop is in good or excellent condition, according to U.S. Department of Agriculture ratings released on Monday, down two percentage points from a week ago and the lowest since 1988.
"It just doesn't look good for crops at all. Now it's a matter of just how bad it's going to get," said Andy Karst, meteorologist for World Weather Inc. He said the 100-degree weather of recent weeks may be over, but is still expecting highs in the upper 80s to low 90s Fahrenheit.
Corn, which is used for food and feed as well as ethanol, has been particularly hard hit because the heat and dryness occurred just as the crop was pollinating.
The EPA has not granted a waiver to the Renewable Fuels Standard (RFS) since it was enacted in 2007. The RFS has enjoyed years of staunch bipartisan support, boosting income for U.S. farmers and helping reduce dependence on foreign oil.
Although the policy is now coming under renewed attack, it is unclear if the case can be made for waiving the mandate, which requires proving that it is causing severe economic or environmental damage.
"I am not sure if this (petition) changes the landscape all that much," said Mark McMinimy, biofuels analyst at Guggenheim Partners Washington Research Group.

2.5 lbs boneless skinless chicken thighs
1 c barbecue sauce
1/2 c water
4 medium potatoes, unpeeled and cut into eighths

What you do:
Layer potatoes and carrots in the bottom of a 4-6 quart crock-pot.? Layer chicken on top of veggies. ?Pour water into crock. ?Spread sauce over chicken with brush.? Cook, covered, for 8 hours on low, or until chicken and veggies are tender.
Swiss Steak
What you need:
2 lbs round steak, 3/4 inch thick
15 oz can tomato sauce
1 celery stalk, sliced
1 large carrot, chopped
1 large onion, sliced
1 t salt
1/4 t pepper
1/4 c flour
1 tsp Worcestershire sauce
What you do:
In a medium bowl, combine salt, pepper and flour. ?Cut steak into serving size pieces. ?Add steaks one at a time to flour mixture; coat. ?In bottom of crock pot add onions, meat, Worcestershire, carrots, celery and tomato sauce in that order.? Cook, covered, on low for 8 -10 hours.
Cheese Ravioli and Sausage
What you need:
1 lb Italian sausage without casing, browned and drained
9 oz package refrigerated cheese ravioli
24-28 oz jar spaghetti sauce
141/2 oz can Italian style diced tomatoes, undrained
1/2 c Mozzarella cheese, shredded
1/2 c Parmesan cheese, grated
What you do:
Combine sausage, spaghetti sauce and tomatoes into crock-pot; mix well.? Cook, covered, for 7 hours on low. ?Mix in ravioli, cover and cook for 30 minutes. Turn off slow cooker, top with cheese and cover. ?Let stand for 5 ? 10 minutes, or until cheese is melted; serve.
Country Style Pork Ribs
What you need:
4-5 lbs country style pork ribs
2 (14.5 oz) cans stewed tomatoes or Italian style tomatoes, diced
1 large onion, chopped
1 large green pepper, chopped
2 celery stalks, sliced
1/2 c red wine or red wine vinegar
1/2 c water
1 t beef or chicken bouillon granules (whatever is in your pantry)
3 T olive oil
garlic salt to taste
salt to taste
black pepper to taste
What you do:
Heat oil in a large skillet. ?Rub ribs with garlic salt, salt and pepper. ?Add ribs to skillet and cook over high heat until browned on both sides (1-2 minutes per side).? Add ribs and remaining ingredients to 6 quart crock-pot and cook, covered, for 8 -10 hours on low.

ScienceDaily (July 29, 2012) ? The vomeronasal organ (VNO) is one of evolution's most direct enforcers. From its niche within the nose in most land-based vertebrates, it detects pheromones and triggers corresponding basic-instinct behaviors, from compulsive mating to male-on-male death matches. A new study from the Stowers Institute for Medical Research, published online in Nature Neuroscience on July 29, 2012, extends the scientific understanding of how pheromones activate the VNO, and has implications for sensory transduction experiments in other fields.
"We found two new ion channels -- both of them potassium channels -- through which VNO neurons are activated in mice," says Associate Investigator C. Ron Yu, Ph.D., senior author of the study. "This is quite unusual; potassium channels normally don't play a direct role in the activation of sensory neurons."
Humans have shrunken, seemingly vestigial VNOs, but still exhibit instinctive, pre-programmed behaviors relating to reproduction and aggression. Scientists hope that an understanding of how the VNO works in mice and other lower mammals will provide clues to how these innate behaviors are triggered in humans.
The VNO works in much the same way as the main olfactory organ that provides the sense of smell. Its neurons and their input stalks, known as dendrites, are studded with specialized receptors that can be activated by contact with specific messenger-chemicals called pheromones, found mostly in body fluids. When activated, VNO receptors cause adjacent ion channels to open or close allowing ions to flood into or out of a neuron. These inflows and outflows of electric charge create voltage surges that can activate a VNO neuron, so that it signals to the brain to turn on a specific behavior.
In 2002, as a postdoctoral researcher at Columbia University, Yu was a member of one of the first teams to find that VNO receptors rely heavily on a calcium channel called TRPC2. But there were hints that VNO neurons use other ion channels too; and in a study reported last November in Nature Communications, Yu's team at Stowers, including first author SangSeong Kim, Ph.D., a postdoctoral researcher, found evidence for the role of a chloride-specific channel, CACC.
In the new study, Yu, Kim and their colleagues looked for VNO potassium channels, which admit positively charged potassium ions. They began by setting up whole-cell patch clamp tests, in which tiny electrodes measure the net flow of charged ions through the membranes of neurons in a slice of mouse VNO tissue. To determine the contribution of potassium ions to these currents, they replaced the potassium ions in the neurons with chemically similar cesium ions, which cannot get through potassium channels. When these potassium-depleted VNO neurons were exposed to pheromone-containing mouse urine, the usual net inward flow of positive charge was significantly greater than it had been when the neurons contained potassium.
That and other experiments with the VNO tissue slices suggested that potassium ions normally flow out of VNO neurons through potassium channels when a VNO receptor is activated. This was not completely unexpected; neurons typically have a greater concentration of potassium ions inside than outside, leading to an outward flow when potassium channels are opened. The outward flow originates mostly from the main bodies of neurons and helps reset neurons to a resting state voltage. However, in the VNO neurons a strong outward flow of potassium also occurred within the dendrites, directly countering the inward flow of positive ions that would activate the neurons. "It seemed a bit bizarre that such an important system would work against itself in this way," Yu says.
The team was able to zero in on the two potassium channels responsible, which are known as SK3 and GIRK. But when they set up experiments to evaluate these channels not in VNO tissue slices but "in vivo" -- in the working VNOs of live mice -- they found a very different result: On balance the potassium channels now sent potassium ions in the inward direction. In fact, these two newly discovered channels seemed to account for more than half of the VNO-activating current.
This inflowing-potassium phenomenon is known to occur in another type of sensory neuron, the sound-sensitive cochlear hair cell, whose external environment contains relatively high levels of potassium. "This made us wonder whether the VNO also has a high level of potassium in the fluid surrounding its dendrites," says Kim.
It does. It turns out that the standard preparation of tissue slices for the initial patch-clamp experiments had washed away that naturally high concentration. The resulting low concentration had misleadingly caused potassium ions to be sucked out of VNO neuron dendrites when the SK3 and GIRK potassium channels were opened. "It's a cautionary tale that shows the importance of doing in vivo experiments," Yu says.
The finding that potassium channels contribute to the primary activation of the VNO could be a clue to the origins of the organ. "We speculate that the VNO may have evolved to have a high extracellular concentration of ions, as well as multiple ion channels, so that it remains functional even when it comes into contact with various ion-rich bodily fluids," Yu says. "The diversity of signaling pathways perhaps make it more robust in triggering innate behaviors."
Other researchers who contributed to the research include Limei Ma, Ph.D. and Kristi L. Jensen, of Yu's laboratory at the Stowers Institute; Michelle M. Kim, Ph.D., of Columbia University; and Chris T. Bond, Ph.D., and John P. Adelman, Ph.D., of Oregon Health & Science University.

Avon city officials are expecting several cuts at the state level to impact the revenue stream in next year?s budget, but increases are expected in other areas.
Earlier this month, Avon City Council approved the city?s preliminary budget for the 2013 fiscal year.
The preliminary 2013 budget, with estimated expenditures totaling approximately $65.2 million for Avon, had to be delivered to the county auditor this month.
Avon Finance Director Bill Logan explained some of the factors that will impact the 2013 budget.
?They are reducing what?s called the Local Government Fund again,? Logan said in a recent interview.
According to Logan, the fund was already reduced 25 percent, and will be reduced another 25 percent in 2013. Logan noted the state budget runs from July to June, while Avon?s budget runs from January to December.
?After June it will be like a 50-percent reduction in Local Government funding,? he said. ?This year is affected by $78,000. Next year it will be about $130,000.?
The other state cut that will have an impact on Avon?s budget is the elimination of the estate tax, or the death tax, Logan said.
In the past, Logan said he typically budgeted between $200,000 and $300,000 in revenue each year from the estate tax.
Logan said the cut will go into effect in 2013, but only pertains to deaths in 2013.
?That is very unpredictable,? he said of putting a dollar amount on the cut. ?I think I put $100,000 in for it next year.?
When it comes to income tax, Logan said for the 2012 year, the city will end up at about $10.9 million in revenue.
?Next year is probably about 3.5 percent over that,? he said of the projected increase in the income tax. ?The (Cleveland) Clinic is definitely contributing to that.?
Predictions for property tax revenue are harder to make for the 2013 year, Logan said, considering the taxes are up for a six-year reappraisal this year.
Depending on what happens with the values, they won?t be finalized until October, he said. For now, he budgeted the same dollar amount that was allocated for this year ? $5.2 million.
?That will change as we get more information,? Logan said.
Tax Increment Financing revenues are expected to increase about $1 million in 2013, Logan said, from $2.8 million to $3.8 million.
?That includes the school share of that,? he said, adding the Avon Local School District receives about 64 percent of that dollar amount.
At this time, the city has not budgeted for any new hires during the 2013 year, but Logan said that could change before the budget is finalized this fall.
?There are some vacant positions we are looking to hire for, like the streets superintendent ? and an assistant utilities superintendent that was budgeted for this year,? he said.
Logan said he and council?s Finance Committee will hold meetings with department heads in the fall before finalizing the 2013 budget.
While the city is already preparing for the 2013 year, the Finance Department wrapped up on the 2011 city audit last month.
?There were no findings,? Logan said. ?There were a couple of what I consider minor recommendations, but nothing out of the ordinary.?
In a document signed by Avon Mayor Jim Smith and Logan, included in the 2011 Comprehensive Annual Financial Report, it states, ?The assessed valuation for tax year 2011 for the City of Avon is $772,474,470, per the Lorain County Auditor?s Office. Property taxes will be collected on this valuation in 2012. This is $7,288,780 less than the 2010 valuation, or about a 1 percent decrease. The assessed value equates to a little more than $2.2 billion at market, or appraised value.?
The valuation does not take in account the Cleveland Clinic, which, according to the document, adds about $35 million to the total. However, part of that amount may be determined tax-exempt, since the Cleveland Clinic is a nonprofit organization.
?Because the city has Tax Increment Financing (TIF) agreements in place for much of the commercial property north of I-90, these values are not included in the County Auditor?s total taxable assessed valuations,? the document states. ?The City and the Avon School District both collect Tax Increment Financing revenues as if they were property taxes. Presently, the city is collecting TIF revenues on an estimated commercial assessed valuation of about $25 million.?

ALEXANDRIA ? Northern Virginia Community College ? the largest of the state?s 23 community colleges ? needs to fix certain purchasing practices. The college was marked as a repeat offender for ?inadequate control? over its credit card purchasing program, says an annual state audit of the Virginia Community College System, released last week.
In many cases, cardholding employees failed to produce purchase logs or supporting receipts. The audit urged NVCC, with more than 50,000 students across six campuses, including one in Loudoun County, to follow written policies.
?When management identifies cardholders who are not following the college?s policies and procedures, they should take appropriate action in order to mitigate the risk of fraud, waste and abuse by cardholders,? the report noted.
Some 287,000 students across 40 campuses attend the state?s community colleges, overseen by the Richmond-based Virginia Community College System office. The colleges were given roughly $1.5 billion in state money this fiscal year.

?We?re not taking it lightly,? said Guy Meruvia, compliance and risk management director for NVCC whose position was added as a result of the audit. NVCC and other colleges had oversight issues, but Kucharski saw no signs of abuse.
?I think our biggest concern right now is that they need to do a better job of monitoring what I would call high-risk transactions,? Kucharski said.

(Reuters) - Beverage industry groups are planning ways to oppose a proposed soda tax in the California city of El Monte because of fears other U.S. cities across America might adopt similar taxes on sugary drinks.
The El Monte city council on Tuesday approved a measure that would add a 1 cent tax for every ounce of "sugar sweetened" drinks. The proposal is scheduled to be voted on by city residents in November's election.
El Monte's mayor said the tax would provide badly needed revenue for a city that has been forced to slash its workforce to save money, and would help fight obesity in a city where half the children have weight problems.
Industry groups quickly said they will marshal forces to kill off the measure. They already are fighting a similar tax proposed two months ago by the city of Richmond, California.
"Even if those don't pass in November, there could certainly be the potential of future tax threats in other cities," Karen Hanretty, vice-president of public affairs for the American Beverage Association, said.
"We will support any 'no' campaign," Hanretty said.
Rising deficits have forced three California cities to file or plan bankruptcy petitions since June. The city council of San Bernardino voted on July 19 to seek Chapter 9 protection.
"This tax is a sign of the times," said Bob Achermann, executive director of the California/Nevada Soft Drink Association, said. "City governments are looking for revenue. We think this is a misguided approach."
El Monte's mayor, Andre Quintero, said his city is not facing bankruptcy and had managed to balance its budget for fiscal year 2013.
But in a city with 13.7 per cent unemployment, far exceeding the national average of 8.1 per cent, El Monte cut its workforce from 420 employees to 290 in the past four years.
"We have long-term challenges," Quintero said. "We need the revenue."
With more Americans concerned about obesity, especially in children, the campaign against soft-drinks is gaining momentum from coast to coast.
In New York City, Mayor Michael Bloomberg has proposed a ban on large sodas, the first of its kind in the nation, which New York's Board of Health is expected to pass in September.
Bloomberg's proposal would limit servings of sugary drinks to 16 ounces (473 ml) at most restaurants, theaters, delis, vending carts and stadium concessions.
A state-wide soda tax proposal last year by Democratic Californian assemblyman Bill Monning failed after vigorous opposition from a broad coalition including the California Chamber of Commerce and the California Restaurant Association.

"Why don't you just adopt from here? ?There are so many children here in the US that need families." ?
First of all, this isn't meant to be offensive to anyone. We would never EVER judge anyone for their choices and wish adoption wasn't categorized. ?Any time you bring a child who needs a family into your home, it's a good thing, no matter where that child is from.
So to the 2nd question above, it's true. There are many children in the US that need families. ?However, I don't think people realize how many people ARE adopting the children available for adoption. I know many many more families from our area who adopted domestically or foster than internationally. ?I just think their situation isn't as?noticeable as international families because #1 it's more often (in this area anyway) an all 1 race family or #2 privacy issues prevent the parents from making it a very publicized event or #3 that since they start out as semi-permanent and slowly grow into permanent, there isn't that one "off the plane and on with life" moment that everyone notices. ?So when I hear comments implying no one will adopt these children in the US because international adoption is so much more attractive or "glamorous", it's frustrating because they ARE, people just aren't looking for it. ?There are SO many amazing foster parents and adoptive parents from foster care that deserve the credit.
Not to mention, just because they are a child in foster care (or waiting in an orphanage in another country), doesn't mean they can ever be adopted.?
When we started our first adoption, we asked about foster care. ? We were told with 4 children already, we would need to take a medically fragile child. ?We didn't feel we had what it took at that point to handle a situation like that. ?From what I have learned since, this wasn't exactly true information, but none the less, it's what we had to go on at that point in our decision making. ?So we went with Guatemala. ?We don't regret that one bit because we are CERTAIN we were meant to be Kemry's parents and Kemry was meant to be in our family.
In between Kemry and Kolton's adoptions, we called several different states and asked about adoption and foster care. ?Of about 10 states or so we called, we only heard back from 2. ?One was our state, but they didn't get back to us for 8 weeks. ?Then they told us point blank that foster-adopt situations were NOT available and that we would have to go into it knowing we would only be foster parents unless a certain situation came up that we may be able to adopt a child. ?I understood their point, not wanting to get our hopes up, but we didn't feel called to just be foster parents. ?We knew God was calling us to adopt.
We asked again when we started Kolton's adoption, this time a private foster care placement agency as well as our homestudy social worker. ?Our social worker once again told us that we would need to be open to probably only getting a very medically or emotionally fragile child. ?At that point, we were in the throws of Kemry's grieving and delays and KNEW we couldn't handle another situation like that. ?We also knew being foster parents with the hopes of adopting would involve weekly/monthly checks from the state as well as birth parent visitation (and we would support this), but it just felt as though it would be way too much for our busy family. ?We had 5 kids at that point and Kemry was only 2.
So we didn't like that we could loose a child we had already fallen in love with and know that child may be in a bad situation out of our control. ?We didn't like we would be required by the state to put them in a certain school, discipline a certain way (even though our discipline tactics already go along with theirs, I wouldn't like being TOLD), make our children see someone that may be the person who abused them until the state declared them adoptable, etc. ?We knew that foster children in America, although they need families just as much as any child, receive a good education, good medical care, and will receive social services for life just being an American citizen, but children in foreign orphanages often are kicked out of the orphanage at 14-18 with nothing. ?No social services, no medical care, no continuing education, no family, nothing. ?So many of these kids end up on the streets as drug addicts, prostitutes, or sold into slavery ?just to survive. ?This really bothered us. ?Are all those things more important than a family? ?Not necessarily, but it was still something we had to think seriously about and God placed it deep in our hearts.
And the bottom line, the one thing that ultimately swayed us for good toward international was that's just where our hearts were. ?God very specifically has led us to Guatemala and Ethiopia. ?We know this without a doubt. ?There are people who never feel led to adopt internationally and that's GREAT! ?God places domestic/foster care on their hearts because they are the right people for those situations....and that's GREAT! ?We support them 100%. This is just why our attempts at foster/adopt never panned out...He has a way of closing doors when it's the wrong way to go and we were meant to bring home the children we have brought home and will bring home in the future. :)

OLYMPIA, Wash. (AP) ? Amazon.com founder and CEO Jeff Bezos and his wife, MacKenzie, announced Friday they are donating $2.5 million to the campaign to defend Washington's same-sex marriage law.
With the gift, Washington United for Marriage has raised more than $5 million for its referendum campaign.
"It's a game changer for us," said campaign manager Zach Silk in Seattle. "It puts us in unique position to win."
But, his group is still the underdog, he said. In 32 previous elections nationally, same-sex advocates have lost. Silk said he believes the Washington election may be the turning point, thanks in part to the Bezos' donation.
"We're at a tipping point, and they really understand this is an historic moment, and they want to be on the right side of history and want to make history," he said.
Amazon publicly supported the law earlier this year, along with other prominent Pacific Northwest businesses, including Microsoft, Starbucks Corp. and Nike Inc.
Last month, Microsoft Corp. CEO Steve Ballmer and co-founder Bill Gates each donated $100,000 to support the law.
Amazon spokesman Drew Herdener said the Bezos' donation was a personal decision and that "Jeff and MacKenzie feel strongly about the issue."
Silk and officials with two national gay rights groups ? Freedom to Marry and the Human Rights Campaign ? say Bezos' $2.5 million donation is the largest publicly reported gift to a marriage campaign. They noted that gay marriage opponents have tried to limit the disclosure of campaign contributions, so they couldn't be certain whether there was a larger one.
Referendum 74 was certified for the November ballot in May after gay marriage opponents in the group Preserve Marriage Washington turned in more than 240,000 signatures. The referendum seeks to overturn the gay-marriage law signed in February by Gov. Chris Gregoire.
The same-sex marriage law was supposed to take effect June 7 but has been put on hold pending the November vote.
A "approve" vote on the referendum upholds the law, and a "reject" vote overturns it.
Jennifer Cast, a former Amazon employee who now is working as a volunteer fundraiser for the Washington United for Marriage, said Friday that she emailed her former boss on Sunday to ask for his help.
Cast, who has four children with her domestic partner, wrote of her wish to marry her partner of more than 20 years and "my desire to win marriage equality in Washington as a means for achieving national marriage equality."
"I beg you not to sit on the sidelines and hope the vote goes our way," she wrote. "Help us make it so."
Bezos' email response on Tuesday morning was just a few sentences: "Jen, this is right for so many reasons. We're in for $2.5 million. Jeff & MacKenzie."
Cast said that she didn't believe the Bezos' donation was because of his personal opinion of her, but that "they gave it because they believe it's the right thing to do."
"They needed to be asked, and I did the asking," she said.
Herdener, the Amazon spokesman, confirmed the email exchange.
Joseph Backholm, chairman of Preserve Marriage Washington, said that while he was surprised by the size of the donation, his campaign has always expected that it would be outspent by gay marriage supporters.
"We're optimistic about what's going to happen in the end," he said. "Jeff Bezos gets to vote just one time like everyone else in state. That's the great equalizer."
As of Friday, Preserve Marriage has raised just over $253,000, though Backholm said the group hopes to ultimately raise $4 million.
National groups like the Washington, D.C.-based National Organization for Marriage, which was involved in ballot measures that overturned same-sex marriage in California and Maine, have promised to help overturn the law.
Same-sex marriage is legal in New York, Connecticut, Iowa, Massachusetts, New Hampshire, Vermont and Washington, D.C. Maryland legalized gay marriage this year as well, but that state also is poised to have a public vote this fall.
In Maine, voters will decide on an initiative to approve same-sex marriage three years after a referendum overturned a law passed by the Maine Legislature. And in Minnesota, voters will decide whether to pass a constitutional amendment to ban gay marriage.
The first television ad supporting gay marriage in Washington state was set to start during the Olympics opening ceremony Friday. The statewide ad was paid for by Seattle-based Pride Foundation, and will run several times a day on broadcast television in three media markets over the entire two-week Olympic games.
Kris Hermanns, executive director of the Pride Foundation, would not disclose the cost of the ad buy, but said it "will be in the six figures."

The economic impact of the Olympics has not been the same for all host countries. According to the Olympic Studies Centre at the Autonomous University of Barcelona, the games held in the Catalonian capital 20 years ago were a resounding and incomparable success. But it is not always the case.
The Olympic Games have always been thought of as a great opportunity to give a long-term boost to the economy by taking advantage of a short-term event. But before embarking on the costly effort of organising the Olympics, each candidate city should evaluate their own goals and capacities in order to avoid failure. This is the main conclusion of a report by the Olympic Studies Centre at the Autonomous University of Barcelona (CEO-UAB), in which the economic impact of the Olympics from Tokyo '64 to the present day was studied.
"The overall balance of celebrating the games tends to be positive. There are three obvious cases of failure: that of Montreal, due to financial causes, perhaps because all that investment was a little premature; that of Atlanta, because they tried to organise the games wit no urban impact, and in addition there was a terrorist attack; and Athens, where the organisation failed and the games bore little fruit", said to SINC one of the CEO researchers, Ferran Brunet.
Those celebrated in Barcelona are considered to be an example of profitability. One of the causes of its economic success was that the building work related to sport made up only 9.1% of the total investment connected with the games. "Such a small proportion can be explained by the huge amount of private investment which was triggered by the boost of the Olympics on the city", the CEO research indicates.
61.5% of Olympic investment was targeted to civil engineering, pointing to a key aspect of Barcelona '92: its capacity to structure the city. The construction of the Barcelona circulars various ring-road axes , the reopening of the city to the sea through the construction of the Olympic village, and the creation of various new centrality areas and the Olympic areas of Montjuc, Diagonal and Vall d'Hebron were the main developments.
The 'Barcelona model' a key to success
"When the candidature began in 1981, and until 1986 when it was decided, Barcelona was a city undergoing an important crisis due to the movement of industry towards the metropolitan area. From an organisational point of view, with the excuse of the Olympics things were very well done and it was possible to attract significant public but above all private investment" emphasized Brunet.
The Olympic building work was 36.8% promoted by private initiative, a third of which with foreign capital. Private investors targeted housing, hotels and business centres.
"By 2004 the fiscal balance already more than compensated for the investment made by companies and public bodies in relation to Barcelona '92. The fiscal balance is highly positive. The city not only reacted very well to the games, but also knew how to maintain the expansion in an unprecedented manner", states the expert.
In fact, the Olympic investment and its economic impact in Barcelona are not comparable with any other host city of the Olympic Games. Only Tokyo 1964 reached even half the investment impulse of Barcelona. In Seoul 1988 there was significant investment, but in Atlanta 1996 and Sydney 2000 it was very limited. Athens 2004 tried it and Beijing 2008 followed the Barcelona 1992 model with respect to deep urban and economic impact, as will Rio 2016.
In the case of London 2012 their objective is to improve their strategic position among the global regions. "It is a city which is already 'made' and with respect to Europe it is the top region for the location of businesses from the 80s to the present. The relative impact of London 2012 will be lower than in Barcelona, but the games will have a large influence on the visibility of the city during the coming years and will have a huge effect, although to a large extent intangible, on improving its competitiveness", highlights the researcher.
