BOGOTA, Colombia (AP) ? Colombia's main rebel group said Sunday it is abandoning the practice of kidnapping and will soon free its last remaining "prisoners of war," 10 security force members held for as long as 14 years.

The leftist Revolutionary Armed Forces of Colombia, or FARC, announced on its website that it would no longer kidnap civilians "for financial ends," marking the first time the rebels have unequivocally renounced a tool they have long employed against Colombia's well-heeled.

It is not clear whether an order has been given to release ransom-kidnapping victims currently held by the rebels, whose number is not known.

The FARC did not provide a date for the liberation of the 10 security force members, two fewer than the government says it holds.

Sunday's announcement could advance prospects for a peace dialogue sought by the rebels. The government has insisted the FARC end all kidnappings as a minimal first step.

The rebels did not say, however that they were was abandoning hostilities. The FARC has recently stepped up hit-and-run attacks and the military blames it for bombings and mortar attacks on two police posts in the past month that killed 15 people and wounded nearly 100, most of them civilians.

President Juan Manuel Santos responded to Sunday's statement positively but cautiously via Twitter.

"We value the FARC's announcement that it is renouncing kidnapping as an important and necessary, if insufficient, step in the right direction," he said.

In the 1990s, kidnappings by the FARC or by criminal gangs that sold the abducted to the rebels helped make Colombia the world's kidnapping capital. Rural highways became perilous scenes of "miracle fishing" by laptop-toting rebels who employed chamber of commerce databases at roadblocks to identify the wealthy.

Weakened by military pressure, the rebels have been hard pressed to house and feed hostages.

The FARC has been releasing captives piecemeal since early 2008, and some have been rescued by the military in operations such as the daring ruse that July that won freedom for a group including Ingrid Betancourt and three U.S. military contractors.

As defense minister from 2006-2009, Santos oversaw operations that struck major blows to the FARC and led to unprecedented rebel desertions.

Since he took office in 2010, Colombia's military has tracked down and killed the rebels' two top leaders.

Santos has insisted on a halt to kidnapping as a minimal condition for peace talks that the FARC is seeking.

The FARC, which has about 9,000 fighters, said it was revoking a "law" its general staff approved in 2000, when Colombia's government ceded a Switzerland-sized swath of the country to the rebels for peace talks that failed two years later.

There was no halt in FARC hostilities during those talks and they collapsed after the rebels' high-profile kidnap of a lawmaker, Jorge Eduardo Gechem, who was held for six years before being released as a goodwill gesture.

Gechem was among the last political hostages freed by the FARC.

It is not known how many civilians the rebels currently hold ? the government does not provide figures ? but analysts say FARC revenues from ransom kidnappings now represent only a sliver of income for a group whose main revenue source is the cocaine trade.

Colombia's anti-kidnapping police said the FARC kidnapped 72 people during the first 11 months of 2011.

The director of the citizen's group Pais Libre, Olga Lucia Gomez, said it estimates that at least 500 Colombians are currently being held for ransom, with the FARC and the country's No. 2 rebel band, the National Liberation Army, or ELN, among those holding victims.

The FARC's fronts are spread all around Colombia and tend to operate with relative autonomy so it was not clear whether Sunday's announcement would mean the immediate release of civilians they currently hold for ransom.

The rebels announced on Dec. 27 that they would free six security force members but said a month later that they were delaying the release because of a government "militarization" of the area where the release was planned.

Brazil, which has provided the International Red Cross with helicopters in past FARC liberations, subsequently agreed to help arrange the release.

The December announcement came a month after the FARC executed three police officers and one soldier because army troops apparently happened upon their jungle camp.

Latin America's last major rebel movement, the FARC was founded in 1964. The United States and European Union consider it a terrorist organization.

In the 1980s, the FARC's kidnappings and extortion led wealthy ranchers and drug lords to create private far-right militias that evolved into the criminal gangs known as paramilitaries.

A state surcharge paid by employers to fund New York?s workers? compensation system is the highest in the nation, putting municipalities under the new tax cap between a rock and a hard place, a new study concludes.

The Workers? Compensation Policy Institute on Wednesday announced its findings: that a surcharge paid by all employers in addition to their insurance premiums is roughly five times higher than the national average.

And, the institute says, much of that has happened in just the last two years, when the ?tax? known as an assessment on insurance premiums was raised by 10.4 percent and 27 percent, respectively.

?This tax burdens all employers ? and municipal employers feel this mandate especially acutely as they struggle to provide essential services and contain taxes,? Paul Jahn, executive director of the institute, said.

Workers? compensation insurance is mandatory in New York ? where there is no cap on individual claims ? meaning the state system is sometimes described as a ?risk pool? for businesses who don?t deal with a private insurer. All employers, however, pay the surcharge.

Thirty-two other states impose a similar ?tax? with an average surcharge hovering around 4 percent.

In New York state, that percentage is 20.2 percent.

The next highest state tax can be found in Minnesota, at just 8.9 percent.

?The assessments that we pay to the state are based on our self-funded claims, and that has been going up exorbitantly,? City of Tonawanda Treasurer Joe Hogenkamp said.

But, he said, thanks to a little luck, the city?s current number of open claims is small. He said it hasn?t allowed the state payments to exceed past highs, and despite budget constraints, workers? compensation costs aren?t currently to blame for any budget gaps.

?A lot of it is luck,? he said.

The city had 27 open claims at the end of 2010, though just eight actually occurred that year, as the number of claims is an evolving list year to year.

To get an idea of that, that means the city is self funded and pays out of pocket for comp claims up to a point, before insurance takes over. The stop loss figure varies, but is roughly a little more than $200,000,? Hogenkamp said.

Of the 27 open claims in 2010 (which simply indicate an injury not a loss of manpower) the city?s insurance carrier valued them at a net $851,000.

As an example of the budgetary impact, he said the city that year budgeted $725,000 to maintain adequate reserves to pay for current and future workers? comp claims.

Around the same time, in 2011, the city paid a total of $30,000 in state assessments into the system ? a number that today would increase along with percentage increases in the state?s assessment rate.

If the city is hit with a high number of claims, the figure could quickly come to impact year to year budgets in a big way, especially since a new state law largely bans tax levy increases of more than 2 percent to otherwise backfill the potential costs.

?New York?s municipalities now find themselves caught between a rock and a hard place,? reads a statement accompanying the latest report by the policy institute. ?Their ability to raise revenues is constrained by the 2 percent cap on property tax ? the additional increase of the hidden tax on workers? compensation premiums complicates an already difficult situation and cannot be sustained long term.?

Over in the private sector, North Tonawanda?s Taylor Devices, a publicly traded firm manufacturing all manner of industrial shock absorbers, has had its run-ins with a workers? compensation system that?s failed in recent years.

While the company, according to President and CEO Doug Taylor, has a favorable claim history, it was forced to settle for a large sum in 2008, after an Albany-based cooperative insurance carrier they had been using went belly up.

Such insurers acting in cooperation with one another had been recommended by the state to companies looking for an answer to high state premiums, but have been the subject of justifiable criticism in recent years, in some cases for? being underfunded and risky.

When the insurance cooperative went bankrupt, companies like Taylor were left to settle or hold the bag ? potentially for millions in unpaid claims not even related to the company ? since a ?joint and several? stipulation of the policy required them to inherit liability for all of the carrier?s clients in the event they went under.

Taylor said since then, his company has secured a dedicated, private policy covering workers? compensation, but that many new businesses without a demonstrated claim history or businesses with a large claim history may be forced to use the more expensive state system.

Such private insurers are increasingly hard to find in New York, he said. But, Taylor?s Chief Financial Officer Mark McDonough said if enough employers have since found similar dedicated, private policies, it could at least partially explain the state?s explosion in assessment surcharges.

The judges wrote that although the families argued the Military Commissions Act's failure to allow treatment suits is unconstitutional because it does not provide a way to challenge violations of constitutional rights, "the only remedy they seek is money damages, and, as the government rightly argues, such remedies are not constitutionally required." The judges who issued the opinion were David Sentelle and Stephen Williams, both nominated by President Ronald Reagan, and President George H.W. Bush nominee Raymond Randolph.

Yasser Al-Zahrani and Salah Ali Abdullah Ahmed Al-Salami were among three men who the military said were found hanging in their cells by their bed sheets in June 2006. Military investigators said suicide notes found in their pockets expressed their desire for martyrdom, while the lawsuit raises doubts about the official explanation that they killed themselves and says the cause of death remains an open question.

"The court's decision today means that men like them can be tortured and even killed at the hands of U.S. officials, and no court can have anything to say about it," said Pardiss Kebriaei, who argued the case for the families before the appeals court.

The three were the first of six prisoners who have died in apparent suicides since the detention center opened on the U.S. base in Cuba in January 2002. Two other prisoners have died from what officials said were natural causes.

Al-Zahrani, 22 years old when he died, was from Saudi Arabia and captured in Afghanistan in late 2001, according to the suit by the men's families. Al-Salami, 37, was from Yemen and arrested by local forces in Pakistan in March 2002. The lawsuit says both had gone on long hunger strikes to protest their imprisonment and treatment.

The suit was filed on their families' behalf by the New-York based Center for Constitutional Rights, which represents dozens of detainees. The group said the family of the third detainee, 30-year-old Saudi Mani Shaman Al-Utaybi, did not want to participate in the suit.
